Fees for college libraries are based on Full-Time Equivalent (FTE) counts
(12 semster hours) and include access to their campus-wide networks.

System-wide network access for cities is available at twice
the annual fee for the city library system.

System-wide network access for counties will be negotiated on
a case-by-case basis.

Fees for city libraries will be calculated based on population
figures as indicated by the Department of Finance and reported on
http://ca.rand.org/stats/popdemo/popest.html.
Fees for all other non-academic libraries will be calculated based on population
figures in the most recent
edition of California Library Statistics, published
by the Library of California.
